Who to report and who is responsible for veterinary bills for the dog attack?

My chihuahua (lead) was attacked without provocation, she was not barking or anything, by a laboratory of Brown (not lead), there were deep cuts on both sides. It has been put under surgery for internal / external damage … have drains in. .. Antibiotics … pain medication … etc. about $ 700. Should this be reported to the police? Animal Control? If our neighbor is responsible for vet bills? Advice appreciated.
