Dog Barking Shock Collar

Is a shock collar stop barking completely?? and what is so wrong to put a shock collar on a dog?

After 5 times he would just know not to bark? I can not be there for him when I'm at work all day and even when I'm home, he must be quiet, because my neighbors are complaining probably my landlord.
