What are the laws concerning a dog that barks non-stop in a residential area?

I have a neighbor who was like eight or ten dogs hunting barking night and day without interruption. I've been wondering about the laws of this kind of thing that I can face it and be informed. Who am I call to complain, just the police? Perhaps there'a a place where I can go to learn the rules of my area (Harbor Springs, MI)???
