barking dogs and no noise ordinance?

Our neighbors wrote a letter complaining about the way dogs barking "in results of many sleepless nights "I do not understand them, even if the dogs wake me up. Anyway, they wrote that we must respect the dog "barking orders" But when I called the hotel district, they said they do not recognize any orders regarding the sound of dogs or other noise for that matter because we live in the country. My question is, now? If there is no order, which could be done to me legally, I can only do so much to control the dogs barking

They can sue you or if they are average shoot the dogs.
