I used to live in Whatcom County (Bellingham and, later, Ferndale) for many years. I knew the law barking dogs at the time, if it may have changed. I can not imagine that would be more lenient, though. If the dogs barked continuously for more than approx. 5-10 minutes, it was considered a nuisance and may be delayed. If indicated, the animal control or the sheriff, as if you were on in the city or county, would warn the person against whom the complaint. After some caveats, the dog or the dog could be removed, fines are issued, etc.. It can also be reported as neglect or cruelty animal like a dog barking enough to be a nuisance is not (or was not under Whatcom co. Act a few years ago) considered as properly supported. Some people end up calling the authorities just to make sure the dog / s are not injured or the owner does has not abandoned, or the neighbor's house is broken into, etc., if the dogs bark too often.
