Dog Barking Control Sound

My neighbor just installed this unit in his backyard for "animals" that live around him, including our dogs, without any of our knowledge is, we started to hear a "siren of its type ", about every 30 seconds continuously and its obviousley stop our dogs from barking, but I really believe that his ears hurt too, because The minute I opened the door of our yard, they run inside the house, and once inside the execution is that if something is bothering them, and now I can not make them go back outside, I believce sends "ultrasonic waves" when they bark, but the constant noise it makes is really running their behavior outside, and my dogs are really good boys theyre fun and playful, and Im not gonna lie, they do a bit of barking, sometimes, but most of my neighbors are "old style", so my questions are: the device itself is legal / safe?!? What should I do?!?!
would be a good idea to call your pet by the agent of law and see if it is aloud to have one if he does not have a pet! because it is a neighborhood problem wonder if it affects anyone elses pets or even their children! because children can see and hear much more than adults and if there is teens.PLUS something to make the signal there is a way to block it! may compare the product and find the name and the online search there might be something to cancel it on your own land! … and perhaps to help make your dog want to play the bark of a dog barking CD … they may think it does more and sell it:) good luck other questions id be happy to have an MI
