How do I get my Cairn Terrier 6mths to stop barking?

We live in military housing so that our yards are connected with neighbors and limited .. I just bought the "nest outside the control of dogs barking" by PetSafe, yesterday – he barks, growls and barks more .. I know he does not like the high pitched noise, but I'm beginning to think my dog is smarter than the box!
